CITIZEN PARTICIPATION PLAN

Trails 82 and 95 (Rancho Santa Fe Rd / El Camino Del Norte)

Case No. CPP-3049-2019

May 1, 2019

Project Description: Trail 82 (Rancho Santa Fe Road) and Trail 95 (El Camino Del Norte)

This workshop will be held to solicit community input on the construction of two new trails to connect existing trail segments in the Olivenhain area for the City of Encinitas Parks Department.  Trail 82 is on the east side of Rancho Santa Fe Road from Encinitas Boulevard to El Camino Del Norte.  Trail 95 is on the south side of El Camino Del Norte from Lucylle Lane to County of San Diego limits.

The project site fronts Rancho Santa Fe Road and El Camino Del Norte in the community of Olivenhain and is zoned Rural Residential 2 with Rural Residential Flood Plain at the easternmost 300’ of Trail 95 on El Camino Del Norte adjacent to County of San Diego right of way.  The project is within the Floodplain zone.

Trail 82 and Trail 95 will provide connection of the existing trail system through construction of these two segments.  There is no sidewalk or other pedestrian facilities at the proposed trail locations.  These improvements will provide pedestrians and equestrians with dedicated trail for the full length of Rancho Santa Fe Road from Encinitas Boulevard to El Camino Del Norte and from Rancho Santa Fe Road to County of San Diego right of way on El Camino Del Norte.

Improvements include new trail, post and rail fencing, pedestrian/equestrian bridge, retaining walls, crossing of El Camino Del Norte and other associated improvements.  Both trails will provide safe passage for users where no dedicated pedestrian facilities currently exist, greatly improving safety.
